[Lowfer] FCC Revises Experimental License Rules

The FCC issued a Report and Order yesterday, creating some new 
categories under which Part 5 licenses may be issued. It doesn't appear 
to affect the kind of programs we have been running at MF and LF. But in 
case the Sears & Roebuck catalog in your outhouse is short on pages, you
