You have the date and time correct. 08:00 UTC Dec 24 will be the same as 03:00 EST Dec 24.
Think of it as extra early Tuesday morning, Dec 24 at 3 AM EST.

When does the SAQ transmission happen ? 08:00 UTC on Dec. 24th if I am
thinking right; ( probably not ) , it will be tonite - Mon., ( here ) at 3 am 
EST..
This year I have the best VLF receive I have ever had.. Still no guarantee of
reception, BUT... I don't want to miss it due to listening on the wrong night..
