[Lowfer] 490 kHz Navtex

J.B., I had one very minimal detection of VO1NA with regular opera while 
deep-search decoded it several times.

I listened much of the night for Navtex on 490 kHz with my best 
(quietest) eprobe. Decoded the 4 eastern Canadian stations (D,J,V, and 
S), but nothing farther east.

YaND and Frisnit have some interesting features, but here anyway they 
pale in detection ability compared to SeaTTY. I haven't updated either 
for some time though so perhaps they're improved.
