[Lowfer] 518 kHz Navtex

Area 4 station N managed to do it again - transmitted reversed tones all 
night. Guess that's not as bad as staying key down with mark tone all 
night, as it has also done from time to time. Decent reception here 
overnight with Greenland (station I) and Tofino, BC (station H) 
decoding. Overall decoded area 4 stations A,B,C,E,G,I,N,P,Q,R, and U and 
area 12 stations C,H,Q, and W.
