As for are they 24/7, I think they sometimes don't pay their power bills
and get shut down. ;-)
Why would you think this would be an Off Topic subject for this list? Any
radio related discussion from 0-500kHz should be on topic.
As for actually hearing the Alpha beeps, my personal experience is it has
more to do with static levels than propagation. I always seem to hear them
best on cold winter nights when the QRN is way down. I don't think
propagation changes very much at VLF frequencies, except perhaps during
geomagnetic events. That's probably why the military uses those
frequencies, otherwise why would they bother with those massive antennas,
heh.
I kind of miss the old Omega system. They were easy to hear, 24/7, with
nothing but a "whistler receiver" (audio amp with an e-probe attached).
