I've used the WG AT611 SLM years ago.  It was primarily provided for LMX 
and MMX channel level testing.  It will tune down to below 10 kHz with 
seems like a high end of about 20 MHz.  I do remember it wouldn't cover 
the 15 meter band.

There is no external provisions for that but given enough effort I think 
it is possible.  Most of the WG SLMs during that time frame, 1970s I 
believe, used a 1 MHz reference oscillator.  It came before the CPU 
controlled SLMs which in my opinion is desirable.  I've got several 80s 
WG SLMs that are CPU controlled and all of them are dead.  The only 
problem I recall seeing with the AT611 is the florescent display tubes 
loosing segments.  Not sure if that problem was with the tube or driver 
circuit.

SPM-19 is a nice unit when they work.  It's an 80s vintage and has some 
CPU control but not as complicated circuitry as the SPM-16.  And there 
was a SPM-17 which was a striped down version of the 16.  I never 
understood WG's numbering system :)
