Hi Doug,
JXN Norway on 16.4kHz has a definite daily transmit schedule. It used to be
on a VLF station list posted online by Lionel Loudet in France who was part
 of a
SID monitoring network. Recently though I am unable to bring up any of
his web addresses. Not sure what happened to him as he was a longtime
member of the AAVSO group and he also ran an online receiver during the
SAQ transmissions.

In the meantime Jay W1VD has a good up-to-date VLF Station List of VLF
signals
heard at his location that you can compare with VLF signals heard at your
QTH:

I'm hearing/seeing weak MSK on 16.4 kHz early this morning. Now that the
sun is coming up, it's getting even weaker. I don't recall receiving a
station on that frequency prior to this. The interwebz says JXN in Novik,
Norway. Anyone else getting it?
