[Lowfer] WF2XXQ - WSPR Sched. from Miami, FL el95tq. Transmitting every night from sunset until sunrise (weather permitting) at 495.9KHz w/58mW ERP

I see a signal, but I get no decodes.  It looks like a pure carrier 
without modulation when I examine it with Spectran.  Am I seeing 
something else close to the frequency?  Is anyone else getting good 
decodes now?
