[Lowfer] WE2XGR/2 in PSK sounder mode

WE2XGR/2 will be transmitting in PSK sounder mode tonight on 510 kHz USB (dial) from 2300Z for a 
couple hours. John, W1TAG, has requested the signal for some measurements as we normally have a good 
groundwave signal between us. Other 'nearby' stations may wish to tune in and have a look.
