Problem solved. I took the quick and easy way since the lights are
temporary and I had what would work. Isolation transformer and timer of
early 60s vintage:

I thought about replacing the breaker but it works and most everything I
have replaced around the home in recent years hasn't been of the quality
as the old. The test button works but just out of curiosity I put a 10k
then 20k resistor across the hot lead and ground and the breaker
instantly tripped. A 27k took about a second to trip it and a 33k
didn't trip it.
