Didn't Bill have a website up with photos and a brief description of his 
beacon?  I seem to recall seeing one a few years back.  If so you night be 
able to figure out how it was done from the description.  Something about 
diodes and clipping every so many cycles comes to mind.  I think he was 
running a pair of whatever the circuit was, two cycles, clip, two alternate 
cycles, clip...  Maybe there are notes in his shack?
