[Lowfer] Bill Ashlock follow-up

I had an e-mail from Bill Ashlock's wife Joan today. She is interested in 
sharing Bill's notes with the Lowfer community. I think a web site would be 
the best venue for that.
Also, she is interested in keeping "WM" running!
I plan on going up to the Ellsworth site to see if I can move WM over from 
the vertical to the loop as it would be a more stable configuration.

Some Questions:
1) Does anyone know if WM is currently on?
I have an extremely high noise level (the electric utility is on the case!)

2) Is anyone familiar with how Bill did the WM ? I believe that he used a 
varactor diode across a crystal and used a varying voltage (capacitor 
discharged with a resistor?)
I'm pretty vague on the specifics but I recall that sometimes the 
'modulator' would lock up and all he put out was a constant carrier.
