Looks like a job for JB Weld...- Chris Lantaff
Chris...I'm a firm believer in JB Weld with a range of repairs from
gas tanks to microwave horn construction. That would be a good method
of repair but I'm sure I have plenty of NMO mount low band vhf mobile
antenna in my antenna collection.

Maybe even better than a CFA John. There's probably a trace of
capacitively coupling going to the 49er antenna.

No sky wave reports Ed. It was received audibly at 12 miles by a
mobile located on a small mountain which is LOS except for a few trees.
It was on the air for a bit over 10 years! I searched back and found
the original date it was announced:
