[Lowfer] A look see at the lowFER watering hole overnight tonite

Paul, Doug, and Andy,

Thanks for looking at the lowfer watering hole. Last night was rather 
noisy here and probably you found the same. Also, based on DGPS and 
Navtex reception signal levels were generally somewhat down. The new 
Navtex station in Greenland, $04I, was decoded at 0120Z but wasn't 
nearly as strong as it had been a few days earlier.
