Ahhh, thanks for bringing this to my attention, JB. Here's a couple of questions:

Do you have the lower leg (the single line counterpoise), totally isolated from the ground? That's the only way I could achieve a low total Rac in my last vertical up north but this was a radial counterpoise under a radial top hat.  (Actually the whole antenna was isolated from ground using an isolation Xfmr). As I recall the Rac was very low... something below 9 ohms, not counting the loading coil Rac. Would appreciate knowing what your measurements on EAR turned out to be.
