[Lowfer] 518 kHz Navtex

Still noisy last night (though it improved by sunrise) so decided to 
monitor Navtex activity on 518 kHz. Only decoded 9 region 4 stations and 
1 from region 12, indicating poor propagation in addition to the 
lightning racket. Decoded stations were: $04A, Miami, FL; $04C, 
Rivere-au-Renard, QC; $04E, Savannah, GA; $04F, Boston, MA; $04G, New 
Orleans; $04H, Prescott, ON; $04N, Chesapeake, VA; $04R, San Juan, PR; 
$04U, Yarmouth, NS; and $12W, Astoria, OR. Can't imagine missing $04P, 
Thunder Bay, ON as it is quite close so perhaps it never transmitted. 
Others like $12C, San Francisco, CA normally decode but didn't manage to 
get a full ZCZC prefix and NNNN terminator even once for it.
