   Yes they are still off. Most likely due to icing from the bad storm going through.
I'm told that the normal procedure is to transmit on one array while de-icing the other, my guess is that this storm is severe enough that they can't keep up,

I noticed the signal going on and off a few times just after 1200z.  Now 
off for over an hour.
