[Lowfer] WD2XNS QRSS3

Since most stations had such an easy time of copying the QRSS30 transmission last weekend we'll make 
it a bit more difficult this time around ... WD2XNS will be transmitting in QRSS3 on 137.700 kHz 
until at least 1800Z*. Perhaps other stations will join in. All reports are appreciated.
