[Lowfer] VX9BDQ (CLE)

Ndblist is running their monthly Coordinated Listening Event (CLE) this 
weekend, and experimental beacons running CW messages were encouraged to be 
logged and submitted along with the NDBs (260-269.9 and 440-1740 kHz range 
for this CLE).
