[Lowfer] XR4TN WSPR updates

I'm not sure that I agree with Jay on this one. Andy had directed his 
posting to "the US Lowfers", which would generally be interpreted as the 
guys doing stuff under Part 15 between 160 and 190 kHz. Given the low 
powers and lack of congestion, a number of us have run non-linear PA's. 
Among those doing PSK modes in that manner have been TAG (when in MA), 
NC, LEK, TEXAS (sniff...), XM, and VD.

But the caution should definitely apply at higher power levels.
