Paul,

   I am going to recommend a different approach. 

Contact your Congressman/Senators - ask the intern who answers the phone who handles Telecom issues for the member - get that person's contact information.
Draft a letter asking that an inquiry be made by the member of the FCC to determine what is holding up the FCC creating a 2200m ham band.
The FCC will be forced to explain to the member of Congress what is holding up the process.
Be prepared - you might even want to do an end run around the power industry argument against the ham band, after there are experimental stations with years of interference free operation, and if the power grid is still vulnerable to rfi from hams ten years after 9/11 then shame on them!

I would be happy to suggest text or review such a letter, since I have done similar work professionally.

Couple of tips:
1) Don't bother making your case to the person who answers the phone, they are either interns or just out of school and have no power or responsibility -(think receptionist)
2) You will get a better response if your Senator/Congressman is on one of the Committees that oversee the FCC or control the FCC's funding, see:
