Wouldn't be much point.  They can't do anything about it.

The ITU allocation for 137 is a done deal...has been for years.  The FCC is 
still sitting on it in this country, though, because of the power industry's 
vigorously expressed concerns at the earlier rulemaking which tried to 
allocate the band here.  Since that time, the Commission has dismissed other 
related rulemaking proceedings, but in doing so last year, hinted that the 
time will arrive when they would institute a proceeding on their own 
initiative.  The inference to be drawn is that they are allowing the 
interference-free record of licensed experimental operation at 2200m to 
build an irrefutable case that the objections were unfounded.
