I am willing to conjecture that you are seeing 2*24.0 (Cutler),  2*24.8 (Jim
Creek) and that  2*25.2 (La Moure).  Note the shift will seem double of what
it actually is and that the MSK will seem more like FSK.   I am not sure how
you measured the frequencies and note they do not exactly match but suspect
it is the case.  Sometimes a VLF receiver amplifier will be overloaded and
produce a false apparent signal at its second harmonic. I have seen that
happen


NSY on 45.9 kHz is coming in well as
