[Lowfer] Navtex QRM 518 kHz

What I do not understand is the function of the FCC in this case.

DOD and Coast Guard radio functions are regulated by the NTIA, not the FCC.

The NTIA regulates all government agencies to include the
DOD and Homeland Security, on radio issues.

The FCC, as an arm of Congress, regulates all radio issues
for all non governmental folks, like you and I.

Maybe the FCC has picked up the "on the air" surveillance of NAVTEX 
stations.
Then they report back to the government agency.

Can anyone shed some light ?
