Hi  Clive,
I did contact Lionel in Southern France and he concurs the signal is  
indeed very strong
at his location. He said France is probably using the site  in Rosnay. 
Rosnay is 
allocated 22.6, 21.75 and 15.1. He said 15.1 has hardly  ever been used in 
the past.

Perhaps they have a new higher efficiency  antenna and transmitter setup 
these days.
It is definitely a super power  signal! I am amazed at the daytime signal 
strength in SE USA.
