[Lowfer] 26 kHz Transmission

I hadn't checked for it until now, not expecting to get much, but it's S1-2,
good aural signal, 0020 utc, on the AR7030. But what is the strong S4-6 hash
covering everything from about 22-23.5? I've never experienced that before.
