Doug, I suspect that one is a PLC or some such.  I've been seeing it here 
lately, too, but the apparent "keying" keeps turning out to be random on 
those occasions where the signal is strong enough to see it a little better.

(That's a disappointment, because it's where I first planned to put SEK. 
Looks like I might be on 182.290 for a little while this weekend in QRSS30. 
Will make a more definite announcement when certain.)
