That was my thought as well.  Rules must not be broken, but they can be bent.
I was visualizing an antenna made from 9.5 feet of 4 inch diameter pipe upon
which was placed a 16 inch diameter top load disk.  From the bottom of the
pipe to the edge of the disk is the legal 10 feet.
