http://www.ndblist.info/navtex.htm lists various decoding programs for 
Navtex. Many like Frisnit, mentioned by Lloyd, are free. However, the 
program SeaTTY (http://www.dxsoft.com/en/products/seatty/) is the best 
I've seen in terms of decoding ability. I was pointed to it by Jay, W1VD 
and consider it well worth the $45 registration fee.
