Ed,
Nice antenna setup! Using P = I^2 x Rac = 1 (Where Rac is the total ac loss in the system, including loading coil, ground, and nearby tree absorption losses; and I is in RMS antenna current) Your Rac would calculate to 16 ohms, which is really good for a first effort. Are you sure your 250ma of measured antenna current is RMS current?
