[Lowfer] ReL 137 activity

Thought conditions would be good last night as NDB BOG, 340 kHz, Bogota, 
Columbia was coming in fairly well in the evening. Tuned for lowfer WEB 
on 189.95 kHz but found it rather weak beginning 0700Z. Moved on to look 
for TIL on 137.778 kHz around 0900Z but could only make out a hint of 
signal and then it faded into the noise floor, despite showing on the 
KL1X grabbers in OK and AK.
