Hi Jay,
The new signal is booming in down here in SC tonite @ 0015 UTC.
Seems to be some kind of MSK signal centered on 17.7KHz. Now
just changed modes again at 0018UTC.
 
I don't think it could be NAA.   NAA is still operating  normally
on 24.0KHz. My guess would be TACAMO.
