[Lowfer] lowFER copy in Friendsville, TN. tonite

I have not looked for " 3OHH " to date, so I started out on his 
last published frequency of 190.451 KHz. Nothing seen after almost 
an hour. I moved to 189.950 KHz to look for " WEB ", no luck on
Bills signal either after 30 minutes of looking. Finally, I moved
down to 188.830 KHz and " EAR " was barely visible at the noise floor.
Copy didn't improve into the night hours only because of the very
high noise levels tonite from storms in the upper midwest. Very broken
copy, with occasional single letters standing out nice and bold.
