Terrible signal, is that some form of data being sent with it?  Firing up
digipan, almost looks like PSK31, check it out in CW.

MultiPSK has a mode called CHIP64/128 which decodes the racket as
tetetetetetetetetetetetetetetetetetetetete

Back to monitoring 27.120 MHz.
