Correction on the shunt capacitance issue. I changed the ground reference capacitor, 
a 270pF , and replaced it with a 12pF to ground. The shunt capacitor is still 47pF.

Hi all:

A quick note on the progress here. I have completed the VK5BR design
" HF to LF converter " I found some wiring mistakes I made and fixed 
them,Finally got it to oscillate at 10 MHz,. Made some changes to the 
circuit to accomadate some planned filter experiments at a later time.
I found the reason why the SA612 wouldn't oscillate at 28 MHz using 
the circuit as designed by Mr. Butler and corrected that issue, too
much shunt capacitance for the 28 MHz crystal to oscillate. I lowered
the schematic value from 47pF down to 12pF, and now getting a good 
solid output from the exciter on LF with a 28 MHz input signal. 
I have done some bench testing using MultiPSK and the exciter is 
stable in all the different modes.
Still a ways to go, but slowly getting there.
