Warren,

You might want to check how close to 8192.000 kHz that crystal really 
is. Given that the transmitter moves in 100 Hz steps, and it's off by 
2.5 Hz at 137.8 kHz, that may explain the timing problem, as the 10 Hz 
interrupts for WOLF/BPSK come from that 8192 kHz source.
