End fed half wave needs no ground.  Of course I've never had one for LF 
but I have had great success on 160M with an end fed half wave.  Length 
required for 1750 and 2200 meter bands may be feasible with a balloon 
but I seriously doubt 9 kc would.  That would take on heck of a balloon 
and wire made of k-metal.  Also what about FAA approval?  A lot of 
vertical air space would have to be protected.
