There is a German station who just started testing with a horizontal 
loop near the ground. So far good results. Earth Probe antennas also 
work on this band with as little as 4w. 300w into a 100m high kite 
supported vertical got that one German station well over 800km coverage. 
He has since repeated that a few times. That's just using ground pipes, 
no radials yet.
