But what is the 1/4 fed against? I imagine that the aircraft would provide a negligible ground plane at vlf.

I believe the trailing wire may be 1/4 wave.  For about ten years part 
of my job was providing a multiplexed UHF signal to Air Force and Navy 
aircraft from a secure underground site.  Such sites were called "GEPs 
or ground entry points".  During that time there was at least one 
aircraft aloft at all times carrying high ranking military and civilian 
personal who would direct a war in case Washington was destroyed.  These 
aircraft had the capability to communicate with submarines via VLF using 
trailing wire antennas which I was told were several miles long.
