Have you tried a feedline isolator or something to decouple the feedline 
from the antenna? Maybe a DC grounded antenna with transformer coupling? 
I am thinking the noise is common mode noise on the cable coming from 
the antenna. Stop that path and the noise should be gone. If it isn't 
common mode noise, then your stuck with it. I'd try a A/C mains 
referenced sync noise blanker then or a 60hz comb filter. Do you know 
precisely what is causing the noise? Not just it's the powerlines, but 
what insulator or ground connection is the issue? If possible, go after 
the noise source. Street lamp day/night sensor's are a huge noise 
generator when they go bad. Don't know if you have any within a mile or 
so of you or not. An easy way to find them is to find the lights that 
turn on & off constantly when you know they should be on at night and 
off in the daylight yet they continue to go on & off at night like they 
have a bad sensor. I cured my noise here after two of those lights were 
replaced after I asked the town workers to check them out and they did. 
S-0 hiss is nice compared to a buzzsaw noise floor...
