[Lowfer] WEB

Of late, January has been sounding like a month with no "R" in it.
Nonetheless, the watering hole was filled here over night with spotty
copy of WMS and CV. I assume XR was QRT so Andy could do some monitoring
himself. MP of course was solid, but had an interesting hiccup around
0530Z when it shifted from about 185.3014 kHz to 185.3012 kHz and stayed
there. Those frequencies may be off a tenth of a Hz or so but the shift
behavior showed up on the W5JGV grabber too.
WEB was copied briefly and weakly around 0730Z on 189.9494 kHz, QRSS30.
It used to come in here very strongly routinely, but lately has just
been noticeable. Yes, there has been plenty of QRN but my copy is a long
way from showing at QRSS3 bandwidth and that used to be the norm. Wonder
how others are receiving WEB currently and if it seems down to them as
well?
