[Lowfer] Loran-C Update

Apparently none of those individuals charged with making these
decisions has any idea of what a Carrington Event is, what the
probabilities are for another recurrence of one is, and what
the threat is to any satellites in orbit when the next one does
occur. Not to mention, any ground based equipment connected by wires.

The last one (recent enough to manifest itself electrically) happened
in 1859, it did things like setting telegraph stations on fire.

So the next one ought to be a real attention-getter. But it should be
somewhat easier to rebuild the Loran system, than to re-orbit all
the replacement satellites that would be needed.
