File attachment permission is simply a setting in Majordomo and many other 
mailing list managers, as are other parameters such as size limits, HTML 
code, etc.  When the equivalent of this reflector was on lwca.org, we 
allowed up to 80kB messages, which was enough to attach 56kB JPEG files. 
However, if you recall, we continually had people trying to post huge 
pictures, PDFs, .doc files, and even executables.  Unlike RSGB, some of our 
members never got the idea that you need to downsize and crop.  It was a 
challenge to some folks to see how close they could stretch the limit on a 
regular basis...especially after we upped the limit to 100kB on a trial 
basis.

I think qth.net may have been wise to avoid the hassle in the first place.

If people insist on using archaic and unreliable e-mail for mass 
communication, IMO it ought to at least be made as efficient as it can be. 
And file attachments are not especially compatible with that philosophy in 
these days of paranoid spam filters and such.
