Have been meaning to mention this, but it had slipped my mind. A posting last month on the LWCA Message Board from James Whedbee, holder of WE2XTU, cites a request he filed with the FCC to establish a Notice of Proposed Rulemaking to establish an Amateur band at 135.7-137.9 kHz. The gist of his argument is that considerable Amateur and Experimental operation has taken place in the band since RM-9404 was rejected, and no interference appears to have been caused. He claims that with 1 watt ERP and a maximum transmitter output power of 100 watts, interference is unlikely.
Just from a technical point of view, I would hate to see that 100 watt limit, as many practical backyard antennas could not meet 1 watt ERP with it. From a tactical point of view, if the FCC slams the door on a "lone wolf" applicant, then it only increases the waiting time before a larger organization like the ARRL could approach without being told "we just said no!"
Anyway, it's food for thought. Has anyone been aware of any on-air 2200 meter operation by WE2XTU? His license covers a number of other frequency ranges, as well.
