Mike:  Are you refering to a Part-15 LOWfer ? or a Part-5 operating
high power in the 1750 meter band ?  Part-5 operators probably have
the equipment necessary to operate the Linear modes on 1750 meters.
The Part-15 operators most likely don't, and would have to build it.
Plus; what advantage would WSPR have over WOLF, JASON, or MFSK ?
As has already been noted quite a few times; The signal from a WSPR
transmission will become visible on the waterfall display, long before
it can be decoded. The modes previously mentioned would decode before
WSPR would. WSPR is primarily a beacon mode, BUT; there is a QSO mode
capability in Ver. 2 of WSPR, using mostly preset messages, however
it could be used " on the fly " with some quick typing into the
message slots. One disadvantage of WSPR on 1750 meters at Part-15
power levels is that WSPR is not a " slow mode " and I don't think
K1JT designed it to be. A Part-5 operator using what would be considered
" High Power " on 1750 meters, might do pretty well with WSPR, as long
as the signal is right at the noise floor, or just BARELY below it.

My question on that would be; other than just for the fun of it;
" I wonder why ?? " most likely, there will never be an Amateur 
allocation at 1750 meters. This is an Experimental; non-licensed, 
band of frequencies that have been being used for; what ? 
some 50 years or so???  I think there was some activity
going on in the 1960's ?  ***  From all the chatter; an allocation at
2200 meters dosen't look forthcoming either. However !! the 600 meter
band is a different story. Discussions of an allocation are on, or in
the process of trying to be added to the WRC-12 conference agenda.
Money, Time, and Efforts spent on 600 meters might not end up being
just wasted efforts.
