[Lowfer] Changes for lowfer SIW

Bob, NK9M, and I braved the sleet/snow this afternoon and replaced the 
original 185.185 kHz QRSS30 setup with new hardware programmed for 
185.2993 kHz QRSS60. A larger deep discharge battery and larger solar 
panel now power the beacon so it can run untethered. The antenna/ground 
system are unchanged so it's still probably pretty anemic in ERP but 
work on that will have to wait for better weather.
