[Lowfer] SAQ in CT

Very nice recording of SAQ Jay.

Here, though the noise level was pretty decent, SAQ wasn't strong enough 
for CW but did show reasonably on a waterfall with QRSS3 bandwidth. The 
frequency was more stable than last year and about 8 Hz high. Something 
different was noticed beginning about 2 minutes before the 0800Z message 
- the spectrum compressed to a line, keyed 3 times for different 
durations and up even further in frequency. Perhaps that was final 
tuning before sending the official CW message.

In the evening around 0245Z lowfer SJ came in well on 186.8493 kHz and a 
QRSS20 waterfall. But TAG failed to decode, just lock to the correct 
frequency. Looked at the watering hole after SAQ and did see the lower 
frequency WM around 1100Z. It was hard to see because my local beacon 
SIW was up in SNR by at least 6 dB. Presumably that's only a ground wave 
issue but if the skywave is better too then it should be more easily 
received out of town.
