[Lowfer] Update on WEB beacon

FYI:

WEB has been off the air for a few weeks now.  Bill Bowers lost the use of 
the land on which WEB was transmitting and the beacon has been taken down.

Some land was secured near Centerville, Texas where WEB will be moved. 
(Jewett, Texas).  Centerville is located halfway between Dallas, Texas and 
Houston, Texas along I-45.  WEB will be operating on solar power at it's new 
location.

With the upcoming Holidays, it will not be until after Christmas before the 
installation of WEB will take place.

Bill Bowers will supervise the installation as it occurs.  Three hams will 
assist WEB's installation under Bill's leadership.
