After over 2 hours of frustration, this is how quick WOLF
finally locked on:

Sampling rate will make you, or break you !! I ended up using
DCF139 on 138.830 to set my sample rate. When I got DCF139
carrier showing up at the CW offset frequency, then WD2XES
decoded immediately
