[Lowfer] Sample WSPR decode from here

Hey Steve:

Unfortunately, that is what many WSPR users are beginning to see as
one of WSPRs weak points, " Random Noise " decodes, and at these low
frequencies; anything could be generating the noise pattern that
WSPR is trying to decode, and coming up with the false decodes.
